Abstract.

The critical view of practice of regional systems' strategic planning is given, features of quantitative methods of strategic planning are discussed, approaches to evaluation of expected efficiency of regional management are investigated, various ratings systems of the south regions of Russia are compared, the scheme of structuring and conjugation of different aspects of strategic planning is offered.

Key words: region, strategy, program, strategy planning, foresight, anticipative management, participative management, bayesian networks, structural and dynamic analysis, methods of the comparative analysis.
