Abstract.

The basic social and economic tendencies in the regions of the South of Russia in the contemporary period are studied. It is emphasized that during the regional strategic planning the factor of the human capital is underestimated that is determining for the republics of the Northern Caucasian. The recommendations for the improvement of the strategic planning are given.
