Shkarupa E.A. Formation and Development of Agricultural Insurance: Experience of Volgograd Region

Abstract. Agricultural insurance with government support is a key tool for the risks management that ensures financial stability and protects the interests of agricultural producers in the face of uncertainty in agricultural production. The article presents the results of a study of the evolution of the instrument in question, provides stages of its formation, identifies problematic points, and analyzes trends that have determined the current state of this market. It places special emphasis on key legislative reforms. The 2017 reform, which included insurance subsidies in a “single subsidy” for the industry, led to a sharp reduction in agricultural insurance due to the redistribution of funds by the regions. Subsequent legal changes have stabilized the situation through flexible terms and new payment mechanisms. An analysis of the dynamics of agricultural insurance development in the Volgograd region indicates a significant increase in the level of involvement of agricultural producers and increased availability of insurance products, which is a consequence of consistent modifications of the regulatory framework and government support. A set of factors, primarily climatic and macroeconomic risks, determined the increase in the scale of insurance activity. The positive dynamics of key financial indicators of insurance portfolios witnesses a qualitative transformation and sustainable development of the market. The dynamics of farm animal insurance in the Volgograd region for 2020–2024 were also studied, and an increase in the number of program participants and the share of insured livestock was noted, exceeding 40% by 2024, despite the recession in the context of macroeconomic instability in 2022. Significant potential for the development of animal insurance has been identified, as about 60% of the livestock remain uninsured, which determines the relevance of further expansion of the program.
