Abstract. This article aims to identify regional policy priorities to ensure sustainable socioeconomic development in Volgograd Region from 2020 to 2024 amid growing external threats (the pandemic and sanctions). It uses a resilience approach and a comparative analysis of budget financing indicators, fixed capital investment, infrastructure changes, and the dynamics of SME sector development and self-employment indicators. The team conducted an analysis of budget revenues and expenditures for the specified period, including expenditures on key programs and projects that implement the region’s long-term development priorities. The specific features of the investment cycle amid external threats and the “shock” state of the Russian economy were identified. It was established that, despite significant external disturbances, the region’s budget system and key investment programs and projects maintained their stability and kept focus on the region’s long-term strategic development. Periods of “shock” impact on the region’s economy are also identified, which vary in intensity, sectoral impact structure, and duration. The role of resources allocated for the implementation of national projects in achieving the key strategic development priorities of Volgograd Region is presented. An assessment of qualitative and quantitative indicators of public administration effectiveness in the region of the Russian Federation in the face of external sanctions, as well as the effectiveness of the anti-crisis policy implemented at the regional level, is made. Priorities for the region’s sustainable socioeconomic development in the face of external disturbances are substantiated, and the balance of short-term and long-term development goals for the region is determined within 2020–2024. The findings are applicable to updating the region’s strategy and investment policy: key priorities include infrastructure development, private investment, support for SMEs and self-employment, increased productivity, and fiscal sustainability.
