Abstract. The study is devoted to a comprehensive analysis of methods for stimulating investment activity and mechanisms for implementing investment projects in the Republic of Tatarstan, which is one of the leaders in attracting investment in Russia. The authors have thoroughly examined the theoretical foundations of investment activity in the region, analyzed the current state of investment activity, and studied the legal and regulatory framework for investment regulation. The article explores the existing mechanisms for stimulating investment and evaluates their effectiveness based on qualitative and quantitative indicators. The article provides a comprehensive analysis of investment activity in the Republic of Tatarstan, demonstrating the region’s steady strengthening as one of the leaders in Russia’s investment attractiveness. The dynamics of investments in fixed assets have been studied, which demonstrate steady growth: from 640.8 billion rubles in 2019 to 1655.8 billion rubles in 2025, which confirms the effectiveness of the regional investment policy. The sectoral structure of investments has been analyzed, with a predominance of manufacturing industries (57.6%), real estate transactions (10.6%), and the transport and logistics sector (9.1%), reflecting the trend towards diversification of the regional economy. The effectiveness of existing investment incentives, including tax preferences, development institutions, and public-private partnerships, has been assessed, revealing a high multiplicative effect (2.01 in 2024). Innovative methods of attracting investments, such as digital platforms, investment accelerators, and ESG investments, which have proven their effectiveness in regional conditions, have been considered. Seven key areas for improving investment mechanisms have been identified: an ecosystem approach, the introduction of innovative methods of attracting capital, digitalization of processes, the expansion of PPP practices, support for green investments, the development of risk reduction tools, and the development  of an investment brand. The forecast of the economic  effect of the  proposed measures is presented, which assumes an increase in investment to 2.15 trillion rubles by 2030, with the creation of about 90,000 new jobs and an increase in the share of high-tech industries in GRP to 28–30%. The study proposes promising directions for increasing investment attractiveness, including the development of an ecosystem approach, green investments, mechanisms for investing in human capital, and the digitalization of investment processes. The practical significance of the study lies in the authors’ proposals for creating a digital investment platform, a system of regional investment standards, and sectoral investment accelerators.
