Jamaludinova M.Yu. Digital Maturity of Personnel Policy in Public Sector, Taking into Account Motivational Component

Abstract. The digitalization of the public sector and the introduction of the latest technologies are responsible for automating many actions and processes carried out by civil employees and collectively impact personnel policy. It is becoming obvious that digital skills are a determining factor in the competence of a civil employee in the transition to the digital space. Given the expectations for a civil employee to possess digital competence, the importance of developing a motivational component is becoming clear, as it influences both the quality of public service and the level of engagement in social transformation through digital solutions. The study was conducted using statistical analysis, synthesis, and trend specification methods to examine the impact of digitalization on personnel policy in the public sector, as well as to model the motivational component based on the identified trends. As a result of studying the digital maturity of the public sector, taking into account automation and scientific papers on the personnel policy of the public sector in the context of digitalization, a model of the trajectory of the development of the motivational component of a civil employee in carrying out his or her professional activities in the digital space was formed. This model allowed us to deduce that the motivational component in the context of digitalization of the public sector develops within the framework of five stages that form the readiness of a civil employee to carry out activities in the digital space and achieve social transformations with the help of updated competence. The model of the trajectory of the motivational component of civil employees in the context of digitalization and automation is implemented through the initial perception of digital reality, determining the optimal participation of a civil employee in the digital space of the public sector and adaptation to individual professional and public tasks. A civil employee’s access to additional incentive measures as a result of mastering digital skills in practice is ensured when there is a willingness to improve further within the framework of narrowly focused competencies.
