Abstract. This article explores the potential for developing monocentric clusters based on the integration of metallurgical enterprises in the Sverdlovsk region. The authors analyze the current state of the industry, identify systemic problems of producer disunity, and propose a model for creating a Ural Metallurgical Cluster (UMC). Drawing on regional economy methodology and cluster development theory, the authors demonstrate that state-supported enterprise consolidation can become a key factor in the country’s technological sovereignty, increased household income, and the sustainable development of industrial regions. Specific mechanisms of state support and institutional solutions applicable to other constituent entities of the Russian Federation are proposed. The article examines the theoretical, methodological, and applied aspects of the strategic development of single-industry clusters. Using the metallurgical complex of the Sverdlovsk region as an example, the authors analyze the resilience of single-industry systems to external shocks. Key risks (technological dependence, environmental impact, monopsony in the labor market) and growth drivers (vertical integration, state defense procurement) are identified. A model for transforming traditional industrial agglomerations into high-tech clusters is proposed to ensure the technological sovereignty of the Russian Federation. Using the Ural Metallurgical Cluster as an example, the model demonstrates the significant potential for synergistic effects from enterprise consolidation with the active role of the state. Implementation of the presented model will improve the efficiency of metallurgical production, create a growth driver for the entire regional economy, ensuring increased incomes, the development of single-industry towns, and enhancing the region’s investment attractiveness. The need for a federal program to support cluster initiatives aimed at increasing real incomes and creating employment is substantiated. Authors’ contribution. S.G.
