Ivanov A.S. On State Strategic Planning in Modern System of Relations of Production

Abstract. The article explores the problem of scientific and practical interpretation of the relationship of planning in economics. State planning is analyzed in the context of conflicting political and economic processes of changing dominant economic models. In particular, it points to the influence of the ideology of neoliberalism and neo-corporatism on the interaction of the state and business in the process of long-term economic development of society and on the forms and scope of the state’s use of planned instruments. The historical context of the change in models of long-term coordination of often contradictory economic interests of different groups of society, state, capital, employees, and population and the development of the so-called “privatized Keynesianism” is revealed. The work uses the methodology of political economic research of a complex system of planning relations of production and organizational forms of implementation of planned government actions. It is concluded that planning relations of production in the conditions of holding structures emerging since the beginning of the 1990s are expressed in the alternation of different forms of coordination, including the creation of state corporations, consolidation of assets in the structures of state banks, and nationalization of strategic enterprises. On the example of the implementation of large industry programs in the aircraft industry and shipbuilding, it is shown that the effectiveness of the implemented national plans, projects, and strategies is due to the specifics of the interests and goal-setting of corporate technical structures and the complexity of their coordination. The contradictory impact of the main production relations (property relationships) on the effectiveness of the planned state impacts is emphasized. It is especially noted the need to develop the democratic base of state planning, combining planning with political democracy and the tasks of socially oriented modernization of relations of production and public institutions.
