Abstract.

The article analyses the dynamics of the changes in the social and economic complex of the Volgograd region according to a number of indices during the last three years; the vectors of the development are determined and the tools of the activation of the regional industry in particular, the strategic role of the science in higher institutions and regional universities and in the processes of the creation and management by regional clusters.
