Abstract.

The article researches the problems of the debt burden of Russian regions within the system of the debt policy, the assessment of the regional budgets; the basic directions of the efficient and responsible management of regional and municipal finance, rise of the sustainability of the budgets of the subjects of the federation are revealed; the tasks of the management of the state debt of the region are systematized as well as the principles of the debt policy of the region for the provision of the efficient management of the federal debt are shown.
