Abstract.

The article analyses the basic barriers preventing from the development of the small and medium sized entrepreneurship on national and regional levels: the condition of the institutional sphere of the small entrepreneurship in Russia is discussed under the context of the growth of its competitiveness and the activation of the regional factors.
