Abstract. Biotechnology today is one of the most significant areas both in the national economy of the Russian Federation and in the regional one. It can be considered a decisive factor in the development of the agri-food sector. Being an innovative area, it is biotechnology that will ensure the successful implementation of high-tech agricultural projects. The possibility of its contribution to the growth of employment and income indicators of the population, production growth of agricultural and food products and creation of a platform for food independence of the country conditioned  the  importance  of  the  bioeconomy. This  is  especially  true  for  the  north-eastern  zone  of  Russia. The agricultural  sector of  the  North-Arctic  territories  and  constituent  entities  of  the  Russian  Federation  needs modernization, which will increase the volume of food self-sufficiency and introduce innovative technologies for export production  and  supplies.  The  transition  of  the  industry to  agricultural  biotechnological  production  is  necessary to increase the efficiency of the industry by qualitatively changing the structure of production and reducing the cost, as well as the possibility of influencing the yield and value of crops, reducing losses because of introducing waste-free technologies and several others. The article discloses the essential content of bioeconomy, considering it as a necessary process in the agricultural sector, aimed both at the renewable nature of bio-resources and initially reducing the negative impact on the environment. Among the main tasks for the agriculture of the country and the region, the article identifies the need to move to the creation of a bio-industry that can use the opportunities of innovative technological processes to develop bio-economic industries to increase the  competitiveness of the  industry and products, solve environmental and social problems.
Key words: bioeconomy, food loss, food waste, agriculture, food security, region, self-sufficiency, public policy.
