Abstract.

In the article the problems constraining the social and economic development of the municipalities of the Southern Federal District are analyzed. Directions and measures for their elimination are determined. Factors affecting the social and economic development are identified. Specific measures to offset the negative impact of the factors on the development of municipalities are offered.
