Abstract. The article is devoted to the study of the scientific heritage of O.V. Inshakov and the use of this heritage in issues of population security and the sustainability of the economy of the Southern Federal District of Russia in conditions of fire hazard. It examines O.V. Inshakov’s multilevel economic model, the application of which makes it possible to take as the main object of research the fire hazard level in the Southern Federal District and its constituent republics, territories, regions and a separate city. This segregation makes it possible to adapt very effectively to the current fire statistics, and it reveals both one of the most important aspects of the negative impact on the economy of the entire federal district – the number of fires. It also allows us to understand the impact of the same factor on the economy of the regions, which, in turn, makes it possible to draw conclusions about the success of development of the work of regional authorities to cope with fire hazard, identify those regions where this work is well done, and those in which it lags behind. The article provides an algorithm for how the legacy of O.V. Inshakov can be used in the solution of the above-mentioned issues, as well as conclusions and suggestions for wider use of the creative heritage of this great scientist. It notes a list of the main areas of research conducted by O.V. Inshakov, and examines the areas of application of a multi-level model for further studies in the reduction of the risk of fires and other emergencies. The article shows the prospects for the development on this basis of the six-factor theory of economic development, economic genetics, spatial economics and institutionalism, which were also the areas of research of O.V. Inshakov.
