Abstract. The article examines Russia as a country with a transitional economy, which is in a state of adaptation to the conditions of the capitalist world system and which is faced with the goal of economic development encouragement. The author focuses on the existing center-regional relations as one of the factors of insufficient orientation and motivation of society to accelerate economic development. The purpose of the study is to substantiate methodological approaches to improvement of center-regional relations that contribute to the disclosure of creative energy in society. The methodological basis of the study is the Theory of the Peripheral Economy of Capitalism, as well as its bifurcation branch for a country with a transitional economy, developed by Russian scientists. The following results were obtained. A generalization and assessment of conceptual developments of domestic scientists on the problem of economic development acceleration of countries of the world and their regions lagging behind in economic development were given. The analysis of the center-regional models of political and economic development tested in Russia was performed. The author’s vision of conceptual approaches to the acceleration of the economic development of Russia and its regions was shown. The need to transform the arrangement of center-regional relations according to the currently existing model into an arrangement according to the proposed model, ensuring mutual political and economic strengthening of the federal center and regions, was proved. The following conclusion was drawn. Scientific developments and proposed approaches to motivating the acceleration of economic development in Russia and its regions can be used in the updated process of reforms for the economic and social development of Russian society.
