Abstract. The relevance and novelty of the study are connected with specifics of environmental and economic problems in connection with the trends in the growth of coal production mined by open-pit, which leads to intensive construction of industrial facilities, as well as the magnitude of probable environmental and economic damage. The main task of the study is to identify the crisis situations’ points of the negative impact of industrial landfills on the state of the region and risk management methods to stabilize the increasing trends in the growth of environmental damage caused to the natural environment during open-pit coal mining. The article analyzes the specifics and severity of ecological and economic contradictions in operation of the largest coal deposits in Russia (the Kuznetsk Basin, as the main producing one today, and the Eastern Donbass, as an old industrial one, where connections with the storage of coal waste are disrupted because of the restructuring and closure of coalmines). A detailed analysis of a wide range of research papers devoted to the environmental issues of the Kuznetsk Basin in the formation of trends in the economic regulation of environmental consequences during the development of deposits has been carried out. The key trends of the management system of the organizational process of environmental safety in the formation of natural and industrial massifs of Eastern Donbass are systematized. Organizational and managerial problems and constraining environmental and economic factors limiting the use of innovative technologies and the latest technical means are identified. The key economic instruments for stimulating environmental innovations that form the market and the institutional and innovative foundations of green management in the development of coal deposits are systematized.
