Patrakeeva O.Yu. Assessment of Implementation of National Transport Infrastructure Projects (The Case of the Regions of Southern Federal District)

Abstract. The article analyzes the preliminary results of the national projects “Safe high-quality roads” and “Comprehensive plan for the modernization and expansion of the trunk infrastructure” and identifies regional features of their implementation for the southern regions (Rostov Region, Krasnodar Territory, Republic of Crimea). Basic values for some target indicators have been achieved in 2022, and in general, with a positive trend in 2024, the remaining indicators are likely to be met. At the same time, project passports need to be finalized, taking into account regional peculiarities. In Crimea, the share of roads that meet regulatory requirements is determined at a fairly low level (38.8%), and with the existing trend towards an increase in cargo turnover, motorization, and tourist flow, road safety is significantly reduced, as evidenced by high accident rates. In this regard, the quality targets of the road network should be revised upward. For the Rostov Region, a list of agglomerations should be included in the federal project “Road Network”, and the values of basic indicators should be determined. Special attention may be paid to the issue of transport support for small, separated settlements in all regional passports. “Safe high-quality roads” and “Comprehensive plan for the modernization and expansion of the trunk infrastructure” are labor-intensive and capital-intensive projects that require modern equipment and technologies. Infrastructure development will support the overall economic strategy. However, in order to perform the assigned implementations, it is necessary to mobilize industrial production in order to modernize and create infrastructure based on domestic equipment and technologies. According to the results of 2021, it can be argued that there has not been a qualitative transformation of the economy, accompanied by acceleration in labor productivity growth.
