Abstract. The article analyzes the interim results of the implementation of social and economic development strategies in the Astrakhan, Volgograd, and Rostov regions. The relevance and novelty of the study are connected with the assessment of changes in these regions based on the forecasted values of their development indicators for 2022. The research methodology was project monitoring based on the use of control points in the projects’ implementation. The strategies were analyzed in the following areas for their application: the range of indicators that can be used as control points and the planned and actual periods of their measurement were studied. The specifics of updating strategies implemented in 2022 are analyzed. The comparison of the regional indicators used for strategic goal-setting is carried out. Alternative options for the use of project monitoring, i.e., detailed, integral, and mixed, are proposed. Their advantages and disadvantages are given. For 2022, a detailed analysis of the implementation of the strategy of social and economic development in Astrakhan and a mixed one for the Volgograd and Rostov regions was carried out. In conditions of high uncertainty about changes in external and internal factors affecting the functioning of the entities of the Russian Federation, strategies are constantly updated. The Ministry of Economic Development of the Russian Federation recommended introducing new indicators that largely reflect the ones used to assess the implementation of regional projects. Statistical data for monitoring are not yet fully provided, and therefore it is not possible to assess fully how the indicators set for a particular period were achieved. This significantly reduces the expediency of year-by-year calculations of strategy implementation indicators. The article substantiates measures aimed at increasing the role of social and economic development strategies in territorial transformation.
