Abstract. Today, economic science is actively researching the emergence of new business models and cooperative relationships using the principles of industrial symbiosis to improve the economic and energy efficiency of industrial enterprises working in cooperation with state scientific and educational institutions. State support in the development of cooperation between universities and industrial partners is a prerequisite for the transition to a closed-loop economy and sustainable development. The aim of the article is to analyze key development areas in the field of industrial symbiosis in the world, to study various programs and measures stimulating the initiation and development of inter-organizational symbiotic relationships, and to form a new tool for effective cooperation between universities, business, and government that can be presented as an industrial symbiosis zone. The article analyzes the current state of research in the field of industrial symbiosis in world science and identifies the main vectors of research development in industrial symbiosis. The authors present the concept of industrial symbiosis zones: a management system is suggested, the tasks of the main participants in the industrial symbiosis zone are described, and the mechanisms of their interaction are explained. A comparative analysis of industrial symbiosis zones, special economic zones, and industrial clusters is carried out. The article suggests a model for financing industrial symbiosis zones in order to stimulate the emergence of cluster interactions that contribute to the social and economic development of specific enterprises, the scientific, educational, and innovative development of universities, and the sustainable development of regions. The results of this research may be of interest to specialized experts, sustainable development managers, regional government authorities, higher education institutions, and top management of enterprises during the development of effective cooperative relations and sustainable development of regions.
